The white license plate has a blue border and blue raised text that reads: INAUGURAL / 383 / 1941 / DISTRICT OF COLUMBIA. Flanking the text is a raised blue image of the United States Capitol dome on the left, and a red, white, and blue stars and stripes shield on the right.
Label TextThis license plate was used on an automobile during FDR's third inauguration which took place in Washington, DC on January 20, 1941. The license plate belonged to Henry Charles Spruks, a State Department official and protocol officer during the Roosevelt Administration and later administrations. Inaugural plates in a certain number series, like this one, were believed to have been issued to senators, congressmen, or high government officials or dignitaries. Customarily, the presidential limousine would have used inaugural license plate number 1.
