DescriptionAn original black and white cartoon titled at the top, “[?] National Defense (accent on fence) Inspection Tour.” It depicts Franklin D. Roosevelt wearing a star badge and a hat labeled “CHIEF INSPECTOR.” He is inspecting a long fence (“POLTICAL FENCE”) with a magnifying glass while holding a document titled, “PLANS FOR A DICTATOR’S HIGHWAY,” and saying, “IS IT STRONG ENOUGH TO KEEP WILLKIE OUT?” Along the fence, at the top of a hill, sits a mule (or donkey) hitched to a covered wagon labeled “THIRD TERM ER BUST.” The artist’s signature is in the lower right corner: “HUNGERFORD.”

On the reverse is a pencil sketch of an earlier cartoon concept for the same theme. The sketch shows FDR, wearing a hat labeled “CHIEF DICTATOR INSPECTOR,” at the reins of a covered wagon. FDR is leaning over, inspecting a fence with a magnifying glass, and saying, “IS IT STRONG ENOUGH TO RESIST THAT OLD FASHIONED WILLKIE.”
