DescriptionA stamp cover commemorating the March 1, 1939 keel laying of the U.S. Navy submarine, USS TAUTOG (SS-199). On the left side of the envelope is a blue and red stamped cachet featuring an illustration of a keel being laid in a shipyard. Above, on, and below the image is text that reads: “FOR OUR NATIONAL DEFENSE / KEEL LAID. / U.S. NAVY / SS-199 / USS-TAUTOG / ELECTRIC BOAT CO. / GROTON, CONN. / ---- R. C. D. – 70 ----.” The cachet designer’s name is within the drawing: “DR. HUTNICK.”

The envelope is addressed to (handwritten in red and blue ink): "The President of the United States / Hon. Franklin D. Roosevelt / Washington / D.C." Adhered in the upper right corner of the envelope are two U.S. stamps: a 1936 green 1¢ John Paul Jones & John Barry Navy Issue stamp (Scott 790), and a 1938 deep orange ½¢ Benjamin Franklin stamp (Scott 803). The envelope is postmarked Groton, Connecticut, March 1, 1939.

The return address is ink stamped in blue on the reverse of the envelope: “S. E. HUTNICK, M. D. / 5933 LANSDOWNE AVENUE / WEST PHILA., PA.”
