DescriptionAn empty naval artillery shell powder case. An inscription engraved on the side of the case reads: TO / FRANKLIN DELANO ROOSEVELT / PRESIDENT OF THE UNITED STATES / AND / COMMANDER-IN-CHIEF OF THE UNITED STATES NAVY / FROM THE / FIRST SALUTE FIRED TO THE / PHILIPPINE COMMONWEALTH / BY THE / U.S. NAVY YARD, CAVITE, P.I. / 16TH NAVAL DISTRICT / 15 NOVEMBER 1935 / CAPTAIN E.J. MARQUART, U.S. NAVY / COMMANDANT.

Stamped into metal on the underside of the powder case's base is the information: 12 / W. N. Y. [Washington Navy Yard] / 12-1901 / 3Pdr [3 pounder] / E. H. C. L. [anchor symbol] A. L. N. / W.C. / 18. Also on the underside of the base is a small, adhered paper sticker with a typed number: D-25-10.
Label TextThis naval shell powder case is from one of the rounds fired at the Cavite Navy Yard on November 15, 1935 to commemorate the new Commonwealth of the Philippines. It was given to FDR by E. J. Marquart, Rear-Admiral, U.S. Navy, Commondant, on Feburary 25, 1936.

Custodial History NoteDeposited at the Franklin D. Roosevelt Presidential Library and Museum by Franklin D. Roosevelt on July 20, 1940. It was donated as a bequest of FDR to the Library in 1947.
