He is holding up a newspaper with a headline reading: AVENGE / PEARL HARBOR. The artwork is signed by Bill Condeff. Red and black text in the lower half of the poster reads: SPEED / CONSTRUCTION / BUREAU OF YARDS AND DOCKS / NAVY DEPARTMENT / PUBLIC WORKS COMPETITION. A white and black "Builders for Victory" emblem is in the lower left corner.
