Physical DescriptionAn original watercolor painting of the sailing frigate, USS CONGRESS. It depicts a side view of the three-masted sailing ship at full sail in open water. An American flag flies at the stern. The painting is signed and dated by the artist in the lower right corner: W Hill '41.

The painting is matted in a cream-colored mat. Handwritten in ink on the reverse of the mat is an inscription that reads: The U.S.S. Congress / Launched at Portsmouth N.H. 1841 / Burned and destroyed at Hampton Roads Va. March 8th 1862 / Walter Hill.
Historical NoteThis painting of the USS CONGRESS was presented to President Roosevelt in February 1941 by the artist, Brigadier General, USMC Retired, Walter N. Hill.
