Physical DescriptionA stamp cover commemorating the 1938 launching of the U.S. Navy destroyer, USS RHIND (DD-404). On the left side of the envelope is a red cachet consisting of a line drawing illustration of a Navy destroyer within a rope circle. Text above and below the image reads: “PHILADELPHIA NAVY YARD / LAUNCHING / DESTROYER No. 404 / U.S.S. RHIND / JULY 28, 1938 / CACHET OF PHILADELPHIA NAVY YARD DEVELOPMENT ASSOCIATION.”
The envelope is addressed to (handwritten in ink): "Hon. Franklin D. Roosevelt / Capitol Bldg. / Washington / D.C." There is no return address. Adhered in the upper right corner of the envelope is a U.S. 1932 deep violet 3¢ George Washington postage stamp (Scott 722). The envelope is postmarked Philadelphia, Pennsylvania, July 28, 1938 with a "BUY U.S. SAVINGS / BONDS / ASK YOUR POSTMASTER" cancellation.
