Physical DescriptionA white envelope bearing a bright violet U.S. 1940 3¢ Torch of Enlightenment National Defense Issue stamp (Scott 901). On the left side of the envelope is a red, white, blue, and brown patriotic cachet with a sepia-tone image of Douglas MacArthur topped by a flag and eagle design and REMEMBER PEARL HARBOR. Below the portrait is the text: MacARTHUR / OF THE PHILIPPINES / West Virginia is the FIRST State to / honor GENERAL MacARTHUR / with a post office.

The envelope is addressed in typed lettering to: The President of the United States, / White House, Washington, D. C. It is postmarked MacArthur, West Virginia, April 15, 1942 with a FIRST DAY COVER cancellation. The return address is stamped on the reverse: Compliments / R. N. WILKINSON, 624 SIXTH AVE. / HUNTINGTON, WEST VA.
