Born Elizabeth Boyd White. Began her government work with the Emergency Direct Relief Program in the Santa Fe County office in 1934-1935. White was appointed to the Portfolio of Spanish Colonial Design in New Mexico project by Donald Baer, Director of the Denver Art Museum in Colorado. Baer was appointed from Washington as the Regional Director of the Federal Art Project of the five states. New Mexico was one of them.

After the project had been going for some months, the over-all national plan of the Index of American Design was originated in Washington, which overlapped much of the work being done for the Portfolio of Spanish Colonial Design.
