The child of Russian Jewish immigrants, Perlin was born in Richmond, Virginia. Encouraged by a high school teacher, he enrolled in the New York School of Design and later studied at the National Academy of Design and the Art Students League. Perlin joined the Graphics Department of the Office of War Information in 1942 and created posters for the agency from 1942 to 1943. Later in the war he worked as a war artist and correspondent for "LIFE" and "Fortune."
