California native Frederick Packer studied at the Chicago Art Institute. He created political cartoons and illustrations for newspapers in Los Angeles and San Francisco before moving to New York to work as a commercial artist. During the 1930s Packer returned to newspaper cartooning. He received the Pulitzer Prize for Editorial Cartooning in 1952.
