Pinned to the top of the ribbon is a dark blue, satin-covered bar with gold text that reads: MASSACHUSETTS. Suspended from the bar is a small red, white, and blue American flag ribbon from which hangs a black and white photographic headshot of FDR within a round, brass-colored metal frame.
