DescriptionAn intricate cut paper design created from several layers of white tissue paper. The design consists of a leaves and petaled flowers in which two birds (possibly doves) are holding a string of three bells between them. A banner running above and below the birds reads: TO HIS EXCELLENCY THE PRSIDENT [sp.] / HON. FRANKLIN D. ROOSEVELT.
