DescriptionA bright orange, all-text poster with bold black wording at the top that states: URGENT NOTICE. Below the header are four numbered points regarding the movement of troops and material and reminders not to not discuss information related to the war effort that may reach Japan. The message is followed by the facsimile signatures of Major General Clayton Bissell, U.S. Navy Rear Admiral Hewlett Thebaud, and Federal Bureau of Investigation (FBI) Director J. Edgard Hoover. Printed along the very bottom of the flier: ★ U.S. GOVERNMENT PRINTING OFFICE : 1945-O-647120.

On the reverse of the poster is an area to include a mailing address and a printed return address for the War Department.
